SOCIAL INTEGRATION PROGRAM
NATIONAL COMMISSION ON SOCIAL INTEGRATION

Policy and Operational Framework

1.   LEGAL MANDATE:

      Administrative Order No. 172 Re: creating the National Committee on Social Integration (NCSI) under the Office of the Presidential Adviser on the Peace Process to implement the Social Integration Program for rebel groups.

2.   PROGRAM DESCRIPTION:

       The Social Integration Program (SIP) is a government program that involves a set of intervention for ex-rebels and their dependent that includes the management of the forces, arms and ammunition of former rebels, and their eventual transition to civilian life. This program is under the supervision of the National Committee on Social Integration under the Office of the Presidential Adviser on the Peace Process (OPAPP), now headed by Sec. Hermogenes C. Esperon Jr., former CSAFP. The committee was created by virtue of Administrative Order 172; Creating the National Committee on Social Integration (NCSI) tasked to implement the Social Integration Program for rebel groups.

3.    GOALS:

       The goals of SIP are both short and long term. The immediate goal of the SIP is the improvement of security condition (restoration of peace and security) to allow for peaceful social and economic activities, while the long term goal is the sustained social and economic re-integration of former rebels into a peaceful society. However, SIPs are not comprehensive development projects. But temporary measures to facilitate the transition from war to peace. The SIP to be sustained and successful in the long term must be integrated and supported by interventions for post-conflict rehabilitation and social-economic development.

        
a.   Short – Term Goals:

 
    1)  To collect register and dispose small arms, weapon, ammunition and explosive, including its derivatives from former rebels.

   2)  To convert military structures and facilities of former rebel organizations into productive units as a result of peace agreement/negotiations.


        b.    Long–Term Goal: To provide access to economic, social and political opportunities to the participants units as a result of the Program, and facilities their return to productive civilian life.


4.   GUIDING PRINCIPLES:

 

The following principles shall be adopted for the SIP;

 
a.   Human dignity and the basic human rights and freedoms shall be fully respected and protected throughout the process.
b.   Participants can choose freely and securely the interventions that will best address their needs and interest.
c.   Special attention shall be given to woman and children who have participated one way or another in the conflict.

d.   The safety and protection of the rights of the rebels and those who will   participate in the SIP process shall be guaranteed.
e.   The SIP is community–based and involves the participation of all stakeholders such as, but not limited to local government units, NGOs, civil society/people’s organizations, the private sector, traditional/religious leaders and former rebels.
f.    The program is conflict, gender and culturally sensitive.
g.   The principle of cooperation, consultation and transparency between and among all the parties in the conflict shall be applied in all phase of the SIP.

 

5.   POLICIES:

 

      The following policies shall govern the implementation of the SIP.

    
        a.  The policy of amnesty and reconciliation shall be adopted.

       
b.  All existing policies on loose firearms shall apply.
     
c.  Entitlements and benefits shall be immediately provide upon turn - over and valuation of firearms.
     
d.  All weapons collected shall openly and immediately destroy.

 

6.   COVERAGE


      The SIP shall apply to former rebels covered by peace agreements, as well as others   rebels with the expressed desire to re-enter society.

        a.  Force and Arms Management

c.   Amnesty–shall only take effect upon concurrences of congress on Presidential Proclamation 1377.
